[1.12.2] Empty config and Server error on starting

Hi, i use actionbarapi with spigot/bukkit 1.12.2 server but had a warn on server starting and config.yml contain nothing and is 0kb.

This plugin isn't maintained anymore, but the config is empty as it has no configuration and is likely due to incorrect code creating a default config. The provided stacktrace should have no affect on functionality, but it looks like the server is being blocked from communicating with the API that hosts the update information for some reason or another.
