Ship cargo info for ships without cargo component.

We have to rethink where we will store the values for ship_increased_cargo and ship_increased_protected_cargo. There are several ships without a cargo component, which makes it impossible with the current setup to display their incremented ship cargo per tier.

One idea could be to add a "default" value for cargo, which can optionally be specified if there is no cargo bay in the ship.
