Remove dead link or create documentation

Problem

README.md contains a link to docs/keycloak-setup-guide.md pointing to HTTP 404.

Possible Solutions

1. Either: remove the link as we aim to a non-keycloak environment.
2. Or: takeover / adopt the former developer documentation to support contributors as long as llm-eval uses keycloak
