Give concurrent Aspire test lanes private DCP state stores

The native DCP controller exited with SQLITE_BUSY while enabling WAL on the shared per-user SQLite coordination store. This prevented the execution nodes from starting and caused the original 120-second Aspire startup failure.

Use the documented DCP_STATE_STORE_PATH for each serial cluster lane under its test output. Create its parent with the required private 0700 permissions. Preserve two concurrent lanes, the original test cases, and all startup and execution budgets.

Verified: both original capacity-repair cases passed; two distinct native SQLite files use WAL in private directories; the 33-case query/background group passed; JS syntax, seven compiled-inventory checks, shard partition and repository governance passed. The remaining original file-ownership cases and full Linux Release CI are still required.
