docs: Dead link to Coda Hale's timing attacks article in secrets.rst

Bug description:

In Doc/library/secrets.rst, there is a reference to a blog post about timing attacks:
https://codahale.com/a-lesson-in-timing-attacks/

This domain (codahale.com) appears to be completely down and fails to resolve.

I propose replacing it with an archived link from the Wayback Machine:
https://web.archive.org/web/20211122171120/https://codahale.com/a-lesson-in-timing-attacks/

I will raise a PR shortly to fix this.
