Bump fbjni to 0.8.1 and Fresco to 3.9.0

fbjni 0.8.1 and Fresco 3.9.0 are built with NDK r28. fbjni 0.8.1 needs
__cxa_init_primary_exception from the NDK r28 libc++_shared.so, so it
has to land together with the NDK r28 bump.
