IDEX add fields to l1b and l2a for a tof impact charge

This field will be an integration of the l1b tof waveform.

We'll select the highest gain TOF channel that isn't saturated and integrate the area under the waveform with a flat baseline subtraction.

IDEX science team is pushing this to a later release....
