Backport of
mail_partner_idsfrom 16.0 and 18.0 to 17.0. 17.0 is the only version that doesn't have it yet, so this isn't new functionality.mail_partner_idsfield, plus a "Partners Notified by e-mail" group on the Mail tab_check_mail_partner: partners need an e-mail address, and a query usingcompany_idoruser_idcan't be sent to a partnerget_email_address_for_templatecollects the addresses of users and partnersReplaces #1104. The stale bot closed that one and GitHub won't let me reopen it. The review feedback there is applied: manifest version untouched,
_()instead ofself.env._().
