Extract the version's section from the sanitized CHANGELOG.md and put it above the compare link in the release notes. Re-runs update notes via gh release edit.

Release notes now show the version's changelog entries in point form (pulled from the sanitized CHANGELOG.md) above the compare link, instead of just the compare link.
