Closed by the author. Emergent-already. SESSION-1 §2.4 unknown-field tolerance already carries
location,system_unit,time_formatanddate_formatacross every hop, unmodified, for free — which is exactly what they need, since no specification in this repository consumes them. Registering four fields with normative value spaces buys nothing today. Reopen when a spec reads one.
