feat: add Tempo network support

[decofe]

Summary

• add Tempo mainnet (chain ID 4217) to the network selectors
• add Tempo Moderato (chain ID 42431) to the network selectors
• configure their Safe Transaction Service endpoints and official Tempo network icon

Validation

• npm run build
• verified both network configurations are present in the compiled UI bundle
• verified /networks/tempo.svg returns HTTP 200 from the production server
