Add SpoutRemotePlay to Plugin Store

SpoutRemotePlay gives native Steam Remote Play a virtual monitor that matches the handheld, so the PC's real displays aren't hijacked while streaming. It does not stream anything itself: Steam keeps doing the streaming.

  • Wake the PC: Wake-on-LAN with an online check.
  • Pair once: enter the PC's IP and type the 4-digit PIN shown on the PC.
  • Press play in Steam: the plugin reports Remote Play start/stop to the paired PC, and the companion host app (SpoutRemotePlayHost, Windows and Linux) creates a virtual monitor with the device's resolution and refresh rate, then removes it when the stream ends.
  • Apps tab: lists programs the host added to its Steam library.

As far as I know no plugin on the store does this. Moonlight-based tools (ArtMoon/ArtLight, Apollo) provide virtual monitors, but only for their own streaming protocol; this brings that to Steam's own Remote Play.

The backend is plain Python (standard library plus aiohttp, which Decky provides) with no binaries. It uses the _root flag today; I can drop it if reviewers prefer, after testing it without.

  • I have verified my plugin is unique or provides more/alternative functionality to a plugin already on the store.

So far it has been run on an AYN Odin 2 Portal running a SteamOS ARM port, will run on steam deck and get back on this.

Backend

  • No: I am using a custom backend other than Python.
  • No: I am using a tool or software from a 3rd party FOSS project that does not have it's dependencies statically linked.
  • No: I am using a custom binary that has all of it's dependencies statically linked.

Community

  • I have tested and left feedback on two other pull requests for new or updating plugins.
  • I have commented links to my testing report in this PR.

Testing

  • Tested by a third party on SteamOS Stable or Beta update channel.
