Pin the hosted jobs to Ubuntu 26.04 and move the four self-hosted jobs to the new Ubuntu 26.04 registrations.
Three general jobs use
self-hosted-ubuntu-26.04, anddocker-evaluses the separateself-hosted-ubuntu-26.04-evallabel.Keep the existing evaluation concurrency, workflow triggers, secrets, and fork approval policy.
Limit backend unit tests to eight workers to match the shared slot's CPU quota.
The first ephemeral run exhausted its 32 GiB memory limit while automatic detection saw the shared host's CPUs.
The worker cap changes no test selection or skip rules.
The existing workflow test expects the pinned hosted image.
The new runner labels add no test boilerplate or application change.
The maintainer has agreed to the migration, and the pool passed its job isolation and lifecycle acceptance.
Actionlint syntax and whitespace checks pass.
ShellCheck reports the same three existing resolver warnings.
The earlier hosted-only candidate passed normal CI.
This update needs fresh unit and Docker build results on the new ephemeral runner before merge.
Publishing these workflow-only changes does not match the paid evaluation push filters.
Paid evaluation and old runner VM retirement remain separate operational steps.
