Combine the backend runtime updates from #511 and #514 so the shared Python manifest and lock are validated together.
This updates eight locked packages and avoids serial Dependabot rebases.
The lock was regenerated with uv 0.13.0 and Python 3.13.16.
Frozen sync and Ruff passed locally.
Backend tests passed with 442 passed and 9 skipped.
The local 2 GiB VM killed mypy for memory use, including when it ran alone.
The required CI type check and tests must pass on the combined head before merge.
