publish-docker failed to start on main after #256 (run 36553698545, startup_failure), so no image was published.

The workflow pins docker/login-action@650006c6eb7dba73a995cc03b0b2d7f5ca915bee (v4.2.0). The ASF "Remove Expired Refs" job dropped that pin from the approved list (apache/infrastructure-actions@3f48e92). This PR repins to v4.6.0, dbcb813823bdd20940b903addbd779551569679f, which is approved and has no expiry.

All other actions in .github/workflows are in the actions/* or apache/* namespaces, which are always allowed. Merging this re-runs publish-docker on main, which publishes images that include #256.
