Client: build rebar3 3.28.0 contains the fix for GHSA-6ggr-r7mh-2mv8 and replaces 3.27.0 in the OTP 26.2, 27.3, 28.5 and 29.1 rows. The OTP 25.3 row keeps 3.18.0, because 3.27.3 and 3.28.0 do not load on OTP 25. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

rebar3 releases from 3.7.0-rc1 up to, but not including, 3.27.2 are affected by GHSA-6ggr-r7mh-2mv8. The
lib-erlmatrix uses 3.27.0 for OTP 26.2, 27.3, 28.5 and 29.1. This raises those rows to 3.28.0, the current release, which also carries the hex_core and trust-store updates that rebar3's release notes ask for.Changes
