UPDATE after trying to fix the failures here:

There are couple of things that can be fixed.

  1. Babel 8 deleted the 'bugfixes' option for when it configures Babel for .stories.tsx files. This can be patched by stripping the option before it reaches Babel (this is instead of Storybook code needing to be changed). https://babeljs.io/docs/babel-preset-env#bugfixes

  2. What changed is the @babel/preset-typescript / @babel/plugin-transform-typescript option onlyRemoveTypeImports: In the current Babel 8 docs, onlyRemoveTypeImports defaults to true. When it's true, Babel only removes imports that are explicitly marked as type-only.
    In Babel if you write import { SomeType } from './types'; and SomeType was only used as a type and not a real JS value, Babel was clever enough to detect this and remove the import automatically. In Babel 8, this automatic detection is off by default, so you have to be explicit e.g import type { SomeType } from './types';. Without the type keyword, Babel leaves the import in the compiled javascript and the bundler tries to actually load that module at runtime, which breaks when the import path doesn't exist as real JS. I have not made these changes yet as there is a bigger problem to discuss before work is done on this.
This dependabot PR only bumps the pplugins to version 8, but leaves @babel/core on version 7. With this, every Typescript enum in the codebase crashed the builf with an internal Babel error.

We will need to consider the peer dependencies

This includes updating eslint to 9 or 10. We are currently on version 7.

Is this upgrade something we want to attempt, or do we instead want to do this: https://bbc.atlassian.net/browse/WS-1385 ticket which instead migrates from eslint to Biome? There is also another PR about this here: #14044.

Looks like these dependencies are updatable in another way, so this is no longer needed.
