Reviewed the decision policy, transport, guardrails, config validation, gateway wiring, the ONNX refactor, and the Laya Python service. The ONNX feature extraction is a pure move (vectors unchanged), the transport bounds and validates responses with source-gen JSON, TLS is enforced off-loopback, shadow mode returns the baseline verbatim, model loading uses safetensors with no pickle path, and the licensing notices match the pinned model. Eight inline notes below. The one I would fix before merge: a Vault-backed API key failure is not in the catch filter, so with Vault down every chat turn hard-fails instead of falling back to the baseline.

Follow-up on the fix commits. Verified as fixed: SecretResolutionException in the catch filter (proved through the real client path), pre-flight explicit-model check with Calls == 0 asserted, request_too_large no longer feeding the breaker, full-state script scanning, 503 for model-output errors, and per-file digests for the pinned revision (all 15 match upstream). The turnIndex change fixes the off-by-one but intentionally diverges from ONNX on repeated prompts. Two notes below: the sticky-tier gate now keys on a field the runtime restores at turn end, so sticky is effectively disabled for Jev/Laya, and the new schema_hash check only agrees with the Python side by coincidence.

Fixed the outstanding routing findings in ce09e0b:
Validation: 139 routing/runtime tests, 15 Python service tests, and 4 evaluation tests passed. GitHub checks are running on the pushed commit. |
Description
Add optional typed decision routing through hosted TypeSafe Jev or locally running Laya. Both providers default to disabled and can first evaluate in shadow mode; active proposals retain existing model-selection constraints, deterministic floors, and tool permissions.
Summary
Related Issues
No linked issue. Covers model routing and local decision infrastructure; skill/memory/workflow integrations remain separate work requiring their own quality evaluations.

The base model still underpredicts tool need on some repository tasks; representative held-out calibration and task-quality evaluation are required before activation. CUDA and production workloads were not tested. No live hosted Jev calls or production configuration changes were made.
