an upstream issue or hold the bump until upstream fixes the
regression. Pin will stay at 1.18.25 until this PR is merged.

The OpenCode pin bump opens ci/bump-opencode-<version> from an app token
and the design gate refused it for lacking a linked issue (PR cortexkit#299). A
mechanical version bump authored by the repository's own workflow has no
design to approve; ci/ joins train/ and alfonso/ as a same-repository
prefix the gate skips. Forks still cannot buy the bypass by naming a
branch ci/... (test pinned; mutation red: the bump branch is refused with
ci removed from the prefix list).
