Basic draft support for addresses
- Added craft\base\Renderable, which ElementInterface now extends
- Added the {% render %} Twig tag, which renders Renderable object(s) with the template context, and supports `with` and `only` params
- Added craft\helpers\Template::render(), which provides a `loop` variable when rendering multiple objects
- Moved ElementCollection::render() to a generic Collection macro
- Deprecated ElementHelper::renderElements()
- Allowed {% render %} and render() methods within the Twig sandbox

Pull in the default SSL config for DB backup/restore commands
Adds IP-based rate limiting to users/login (POST only), auth/verify-totp, and auth/verify-recovery-code, and adds defaultRateLimit and defaultRateLimitDuration config settings that drive all built-in rate limits, including users/send-password-reset-email. Rate limit login and 2FA verification requests
Adds read-only GraphQL schema components for sites, sections, entry types, volumes, user groups, category groups, and tag groups. Each one enables top-level plural/singular queries (e.g. `sites`/`site`) and a field on the related element type (e.g. `site` on elements, `section` and `type` on entries).
