The security issues around GitHub actions have become a little more high profile this year, so this change applies some very basic measures by pinning the versions of actions we use and adding a cooldown to our updates to those actions.
For good or ill, we don’t do automated/trusted publishing of this package (I don’t have access to set it up since this is a personal repo), so the only really sensitive bit here is the Datadog API token we use for integration tests. So our risks are relatively low.
