Consolidate dependency updates into Renovate - #101

Dependabot and Renovate are both enabled and both watch the Maven and GitHub Actions dependencies, so every update arrives twice. All six open pull requests are three duplicated pairs: spotless-maven-plugin 3.10.2 (#100, #91), actions/setup-java v6 (#98, #97), and actions/checkout v7 (#93, #92). Remove dependabot.yml and keep Renovate, matching what the checker-framework repository did in eisop/checker-framework#1997.
