Overview
Bump k8s.io libraries to v0.35.8 for the Kubernetes 1.37 cycle.
What this PR does / why we need it
The platform is moving to Kubernetes 1.37, and the default version becomes 1.35. Runtime keeps its libraries in step with the default version.

Note on kube-client
This branch needs flant/kube-client#46, and not only for the version bump. client-go 0.35 turns on the
WatchListClientfeature gate by default, and informers over the fake clientset then wait for an initial list that never arrives. Tests inpkg/kube_events_managerhang until the 10-minute timeout. That PR adds the opt-out upstream expects.Special notes for your reviewer
