Adds YC_APPLICATION.md with drafts for the first two YC questions.

What is your company going to make? — Describes The Framework as the orchestration layer that removes agent babysitting: the black-box driver over your existing Claude Code / Codex subscription, the enhanced system prompt (divide-and-conquer, coverage checklists, confidence + variability self-gauging), and the two queues (AI Queue as TODO_AGENTS.md in Git, Human Queue as the review cockpit).
