Adds a deprecation banner to the README. The dispatch handshake was replaced by a daily scheduled agent that polls registries/tags and opens sync PRs against growthbook/growthbook directly (first output: growthbook/growthbook#6641; CI guard: growthbook/growthbook#6639). Merge this, or archive the repo instead if you prefer.
