Add a sentence on Gen 3 to the network bandwidth allocation information #245

Which topic are you reporting about?

https://cloud.ibm.com/docs/vpc?topic=vpc-bandwidth-allocation-profiles#network-perf-notes-for-profiles

What do you think needs to be updated?

Add something like the following sentence before the mention of "Gen 4" and after the example for "Gen 2".
Gen 3 profiles function similiar to that of Gen 2. Available network bandwidth is divided equally between the allocated vNICs.
