Store the message version we determined at HereIAm during negotiation and added the ability to read it. More tests around expected behavior and negotiation that come along with message version info.

More plumbing for the downstairs and active state.
Respond to messages from the upstairs providing active state.
Handle places where we don't expect to be asked for it.
More tests, this is mostly new tests, the actual new negotiation
steps are pretty small here.
