Updates the CLI page for two upcoming CLI features, from powersync-ja/powersync-cli#64 and powersync-ja/powersync-cli#65.
cli.yamlcan point at several Cloud instances. Covers linking a target, selecting it with--targetorPOWERSYNC_TARGET, and how it interacts with--instance-id.--dry-runon the deploy commands, what the summary shows, and how to compare the fullservice.yamlwith the deployed config.cli.yaml, then environment variables.Targets are currently only for cloud instances.
