Add Float macro and serde crates

Adds rain-math-float-macro and rain-math-float-serde to the workspace and wires independent crate releases. Updates Alloy, Serde, npm, and vulnerable lockfile dependencies while preserving the wasm-bindgen 0.2.100 toolchain contract. Native tests, clippy, WASM builds, JS bindings, and npm audit pass. RustSec still reports upstream unmaintained transitive crates and the unreachable ark-relations tracing-subscriber optional dependency; current Revm and Alloy releases do not provide replacement dependency lines.

Moved to rainlanguage/rain.math.float.deploy#36: after the library/deploy split the Rust workspace lives there. The float-macro and float-serde crates and their tests are ported unchanged, with you credited as co-author. This PR's Alloy/serde/npm lockfile bumps were against this repo's old setup and were not carried over.
