What github issue is this PR for, if any?

Resolves [#7265](#7265)

What changed, and why?

  • Fixed the Layout/EmptyLinesAfterModuleInclusion StandardRB offense in spec/requests/case_court_reports_spec.rb by adding the required blank line after the module inclusion (include DownloadHelpers).
  • Removed the corresponding file entry from .standard_todo.yml.
  • Kept changes strictly limited to formatting. No application logic or behavior was modified.

This is another small, independently reviewable contribution toward burning down the StandardRB migration backlog.

How is this tested? (please write rspec and jest tests!) 💖💪

  • StandardRB: Ran StandardRB against spec/requests/case_court_reports_spec.rb; passed with zero offenses.
  • RSpec: Ran spec/requests/case_court_reports_spec.rb; 31 examples, 0 failures.
  • Git diff: git diff --check passed with no whitespace errors.

No Jest tests were necessary because this change only affects Ruby formatting.

Screenshots please :)

Not applicable — this is a Ruby formatting and lint-configuration cleanup with no UI changes.

Feelings gif (optional)

Another file checked off the StandardRB backlog! 💪
