Fix: audit log records customer password changes by others - #1303

User::HasAuditLogs (app/models/user/has_audit_logs.rb, audit_log_password_ changed_by_other?) logs customer password changes when performed by a different user or admin, and skips self-resets. Qualify the password bullet accordingly; note the exception next to the agent/admin-only rule instead of contradicting it.
