fix(classifier): treat clean prs with stale queued check suites as ready - #15

Check suites from apps that never report (e.g. Codecov) stay QUEUED with no status rollup, which misclassified approved PRs as pending checks. Trust a CLEAN or HAS_HOOKS merge state before inspecting suites.
